Fantasy Impact:
Baker is in the NFL's concussion protocols and missed practice last week because of it, but he seems to be progressing well and was back at practice in a limited capacity on Wednesday. He doesn't get much work even when healthy, so fantasy managers shouldn't put much weight into his availability in Week 16.
