Devin Smith is once again a healthy scratch for the Dallas Cowboys. Smith received extended run on the active roster earlier this season, but was unable to follow up on his Week 2 'remember me' performance. With Amari Cooper and Randall Cobb both active, Smith has been deemed surplus to requirements.
