Fantasy Impact:
Cecil posted a career-worst 6.86 ERA and 1.96 WHIP across 32 2/3 innings in 2019. He signed a four-year deal with the Cardinals in 2016, but struggled most of his tenure there. Cecil will try to latch onto another team.
