Analysis: These two quarterbacks both are a combination of high-floor and high-ceiling bets. Stroud and Young have untapped rushing potential that could be further unlocked in the NFL. Each will be drafted inside the top five picks in the NFL Draft.

Tier 2

• Anthony Richardson
• Will Levis

Analysis: The range of outcomes for these two players is a bit wider than for Stroud or Young. Each player has tantalizing physical attributes and rushing upside at the NFL level, but they also carry more flameout risk.

Tier 3

• Hendon Hooker

Analysis: Hooker is also a mobile quarterback. He is also a proficient passer and could be selected as early as the second round of the NFL Draft.
